JE relationships with CBP folks. sometimes going through customs, JE would direct him to exchange numbers, JE was always offering to come see the plane, helicopter, etc. believes Rouch may have given him his number in this context o doesn't have any recollection of having contact with him, or seeing him specifically on the plane, helicopter, boat, etc. - Did say, other customs inspectors were around o Rouch wasn't friends o JE was friends with James Heil, believes Heil was head of CBP in St. Thomas • LV had his contact in his phone o Jeff McNally, also CBP, had some relationship with JE, some inspectors would delay JE for a while, whereas McNally and Heil wouldn't give him a hard time. LV doesn't recall giving any of them a ride, may have given McNally a ride in the helicopter, but not sure.
