These regulations provide that a U.S. passport may be revoked when the bearer is a covered sex offender as defined in 22 U.S.C. § 212b(c)(1), unless the passport, no matter the type, contains the unique identifier placed by the Department as required by 22 U.S.C. § 212b. The Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations, Angel Watch Center (DHS/ICEIHSI/AWC) certified to the Department of State that you are a covered sex offender in accordance with 22 U.S.C. § 212b. Therefore, you are not entitled to a U.S. passport that does not contain the passport endorsement required pursuant to that section and your passport books and passport card are revoked. Under 22 C.F.R. §§ 51.7 and 51.66, the U.S. passport remains the property of the U.S. Government and must be surrendered upon demand.
