They gave that to him yesterday as an endorsement. He told them that he did not like it and that he preferred the "AG's discretion" version. Russell said this morning that he would accept the amendments and introduce them tomorrow. The process tomorrow is that the senate president had to agree to the amendments (that's Russell) then the sponsor can introduce the bill with the amendments (that's Russell as well). Dowe and White will speak to Russell this morning to get him to support the amendments.
