This is in reference to your Department of the Army (DA) application number SAJ-
1987-57052 (LOP-JMS) received on January 13, 2017. The project is located at the
north side of Great Saint James Island, St. Thomas, USVI.
During our initial review of your request for authorization to install a new dock and
barge landing at Great Saint James Island, compliance with previous DA
authorization(s) at the project location was considered as part of our process.. We
made a preliminary determination that you may have not complied with DA authorization
number 87LP50052 (previous permit number). Specifically, you were authorized to
install a 4 feet wide by 40 feet long floating dock. A review of our historical documents
and submitted information indicate that the the type of structure, the dimensions of the
existing dock and the RO Intake Line are not in compliance with the previous
authorizaition. In addition, on June1, 2016 during an Interagency meeting, you were
informed that the existing dock could not be evaluated for repairs, modification or
reconstruction as it had a previous non compliance determination. During a site visit on
September 21, 2016, the Corps noticed work being conducted to the exisiting dock by
workers. We have forwarded your request to our Enforcement Section for further
investigation in accordance with 33 CFR 326.4(d). Review of your DA application
number SAJ-1987-57027 will be held in abeyance until a resolution with the
Enforcement Section has been achieved. In order to continue with the evaluation of
your request, your full cooperation is appreciated in resolving any outstanding issues.
