Dear Rita, I have already made preparations family wise and otherwise on what we agreed on in NY and have
spoken with key board members who are in full agreement. This being consistent with what you some time ago
proposed to me. I really do not want to change this again. The alternative now is that I will leave IPI. This is to
much to and fro after soon twelve years of service.

I have been reflecting further on the transition plan.

Frankly, the simplest and easiest transition is the one we talked about months ago. You would remain and
get someone to serve as Chair, which would be a figurehead position. We could easily name Rubin or Levy to fill this
position for the remainder of your term. Walter should be Chief Executive Officer with full and complete operating
authority. In this way you would be free from office/financial decisions and could spend your time doing what you want to
do for outreach and fundraising. I have full confidence in Walter. He would do the job in an excellent and efficient
manner.
The '0 is essential to our operations as it gives the Vienna office many tax benefits and access to EU financing.
I, personally, prefer this transition plan. This is the easiest way to proceed and poses no problems that I can see. The
apartment should be sold in any event as the need is not sufficient to maintain the costs.
I hope you will reflect on it this week and next when you are on holiday, and we can make a firm decision before the end
of March as to which way we are heading. I want a clean, appropriate, and legal transition to present to the Board at our
May/June meeting.
