Collective punishment applied for death of polio worker:
Subsequent to the IPI Report of 20 March 2015, and after the 18 March 2015 attack in
which a polio worker was shot dead and another injured in Nawagai, a sensitive area of
Bajaur tribal area very close to the Afghan border, Pak security forces & Levies
demolished 8 houses belonging to tribesmen. This action was taken under the Frontier
Crimes Regulation FCR (dating to British colonial times) under which collective
responsibility is assigned & accordingly collective punishment is imposed: in addition to
the demolition, 8 tribesmen were detained, their vehicles seized & their businesses shut
down until the suspects in the attack are handed over. Plz note that the issue of
application of collective responsibility & punishment, while still on the books, is against
international law & very selectively applied. IPI is concerned that this will fuel more
resentment against the polio eradication programme, in a poor, militant-beset tribal area,
where tribesmen are caught between militants & security forces.
