Initially, this should be done privately and not on protocol, this allows the idea to be shaped and getting the right Chinese stakeholders involved. We require support by select key ministries and bodies, all initiated and backed by the state council. This is particularly important in the current times of new leadership. It must be clear that this is a "Chinese idea", good for China. I would need to learn about the project but I am tempted to suggest a meeting privately with former President Jiang Zemin who has put the new (current) leadership in place and who commands vast control/respect. As first step, it my be wise if this meeting is not even done by BG personally so "nobody loses face". [Note: maybe I come with Jiang Zemin's grandson who is a Harvard graduate to the US to meet BG and you, this could be a good way - sounds silly but is very effective]. Capital is not the issue, the political and high profile sensitivity is the issue. I would refrain from utilising famous, old China experts (ie HK) since it would make it fatally high profile and automatically involve Chinese individuals who will hinder the process, possibly derail it. In essence we will aim to build quick consensus with the State Council members, then move it to a more public platform (at the right time when it is a "done deal" and decided to go ahead).
