Subject: Nexus Syria note
Terje,
As discussed, attached the Nexus note, in which I added a short paragraph on the lack of coordination of the system and
IPI retreat. This is the paragraph I added:
In the mist of this situation, the current international system for response remains fragmented. Multiple agencies, donors,
task forces, and "groups of friends" are developing assessments and providing relief, but in disjuncted way with little
information sharing and coordination. The system is inefficient and under-performing. At the same time, there is no
concerted attempt to think in more long-term and strategic way on post-Assad's Syria, what the humanitarian needs will
be, and what early recovery and development will entail. Trying to fill this gap, the International Peace Institute (IPI) has
begun to support a dialogue among countries in the region, major international donors, and multilateral agencies, with a
recent retreat on issues of coordination and integration in the Middle East, with a special focus on the humanitarian
situation in Syria.
