To me it sounds like flap symmetry, when you have flap symmetry problem the Flaps are locked out with no movement manual or hydraulic commands., When our flaps froze at 20° last year this was an actuator binding,. When Gulfstream change the actuator that's when our symmetry issue began when I did a flaps zero landing at new work last winter,. Gulfstream will check resistance and switch function during flap rigging test to determine location of problem,. That's their troubleshooting idea,.
