B-3 St. Thomas, VI 00802 Dear Mr. Epstein: This letter is being sent pursuant to a meeting with one of your staff members, Mrs. Cecile De Jongh. The meeting was held to discuss the island commonly known as Little St. James Island. After much thought and consideration, I've determined that to resolve the requested matter, I would need to lobby on a local, national and international level to bring about favorable results. I anticipate opposition from some factions; however, I am confident that I can get the job done. I have determined that it will require a minimum of six (6) months to complete this project based on the sensitive nature of the work to be performed. It will be necessary to engage the following entities to bring about the desired results:  Residents of the Territory via town hall meetings  Virgin Islands Legislature  The Office of the Governor I United States Department of the Interior's Office of Insular Affairs I United States Board on Geographic Names/U. S. Geological Survey To complete this project, my firm will charge a flat rate of Forty Thousand Dollars ($40,000.00), payable over a six (6) month period. This fee is reflective of the time, efforts and challenges associated with the proposed consulting project. Kindly let me know if you wish to retain my services.
