Epstein traveled outside of the United States from the date of his registration as a sex offender in June 2008 to August 2019." The Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking ("SMART Office") is responsible for providing jurisdictions with guidance regarding the implementation of the Adam Walsh Act, and providing technical assistance to the states, territories, Indian tribes, local governments, and to public and private organizations. The SMART Office does not, and has never, maintained any records or files on individual sex offenders, nor does it track, or monitor or receive notifications regarding the international travel of
