Badillo Amendment - On 17 June the House, led by Chairman | Hebert, defeated an amendment to the Defense procurement bill which ! sought to ban CIA participation in "guerilla warfare" in SE Asia by imposing a restriction on our charter under the National Security Act of 1947. (Earlier we had dealt with the Committee staff on this proposition. ) Hebert's principal point was that the Agency operates under the direction of the President and initiates no activity on its own. The amendment was defeated 172 to 46 on a division vote, a voting procedure where members are not identified for the record. The amendment was offered by Representative Herman Badillo, freshman Democrat from New York City, and actively supported by Robert Leggett (D. , Galif.), who is a member Approved For Release 2005/11/21 : CIA-RDP73B00296R000500040010-2 : : Approved For Release 2005/11/21 : CIA-RDP73B00296R000500040010-2 of the Armed Services Committee, John Conyers (D., Mich. ), and Jerome Waldie (D., Calif.). Representative Charles Gubser (R., Calif.) supported Hebert and expressed his confidence in the oversight functions performed by Hebert and Arends. Badillo's prime point was that GIA should be limited to the intelligence activities specified in the National Security Act of 1947.
