POLICY A. Authority 730 ILCS 5/3-2-2 20 III. Adm. Code 120 Negotiated Labor Contracts (AFSCME and ISEA) B. Policy Statement The Department shall require each employee to practice regular personal hygiene and be clean and well groomed while on duty. II. PROCEDURE A. Purpose The purpose of this directive is to establish written guidelines for grooming standards that reflect an appearance that is commensurate with respective positions within the Department B. Applicability This directive is applicable to all offices and divisions within the Department Any conflict between this directive and any collective bargaining agreement shall be resolved in favor of the terms of the collective bargaining agreement. C. Internal Audits An internal audit of this directive shall be conducted at least annually. D. Grooming Standards Employees shall adhere to the following grooming standards while on duty. 1. Non-uniformed Employees a. Employees may wear mustaches, sideburns, goatees, and beards providing that the hair is neatly trimmed and clean at all times. b. C. Employees shall ensure their fingernails are clean and neatly trimmed 2. CU 500 and Higher Ranked Uniformed Employees a. Employee's facial hair shall be maintained in accordance with the following. (1) Sideburns or any hair worn in front of the ear shall: (a) Be neatly trimmed. (b) Not extend below the lowest part of the ear. (c) Not be flared (d) Be of even width. (e) End with a clean-shaven horizontal line. (2) Moustaches shall: (a) Be short and neatly trimmed (b) Follow the outline of the upper lip. (c) Not extend more than 1/4 inch beyond the corners of the mouth (d) Not extend below the horizontal line equal to the lowest edge of the upper lip. (e) Not cover the vermeil area of the upper lip. (3) Unless otherwise required by AD 05.02.115, Respiratory Protection Program, beards and goatees, if worn, must be neatly trimmed, tapered, and flush to face. b. Employee's hairstyles shall be maintained in accordance with the following. (1) Employee's hairstyles shall be based upon the criteria established herein and not upon the style in which uniformed employees choose to wear their hair. (2) Hair worn below the collar must be neatly fastened or secured in a bun, singular ponytail, two braids or singular braid. Multiple locks, braids, twists or cornrows may come together in one or two braids or a singular ponytail. Ponytails must be worn down the center of the back. (3) Mohawk style cuts and designs shaved into the hair shall be prohibited Illinois Department of Juvenile Justice ADMINISTRATIVE Effective Page Number DIRECTIVE 04/01/2024 3 of 3 03.02.111 (4) The length, bulk, or appearance shall not be ragged, or unkept. (5) Hairpieces and wigs shall conform to these standards. (6) Hair coloring. if used, shall be a natural hair color. C. Fingernails shall be clean, neatly trimmed, and extend no more than 1/4 inch beyond the quick. If worn, fingernail polish shall be natural or muted. d. Visible body ornamentation (excluding earrings) such as rings or studs in the nose, eyebrow, or lip shall be prohibited e. All males who work in an institution or have regular or on-going direct contact with offenders or releasees shall be prohibited from wearing earrings. f. The wearing of any other jewelry or ornamentation that is not specifically authorized by Administrative Directive 03.02.110 shall be prohibited Authorized by: [Original Authorized Copy on File] Robert D.
