v. PROBABLE CAUSE AFFIDAVIT IN
1 SUPPORT OF PROBABLE CAUSE
LUC w. TEMAN
Hugh I. Landry, a detective with the Maine State Police, having been
duly sworn state under oath that Lhere is probable cause to believe LUC E.
(DOB: -- has committed the offense of Intentional or
Knowing Murder in violation of l7-A M.R.S. 201 (1), the facts and
circumstance which lead your affiant to believe this are as follows:
1. On 943-16 your affiant was contacted by Sgt. Richards of the Maine State
Police and requested to assist in a missing person investigation involving
Valen'e Tieman, (DOB: - from the Town ofFaixfieldl I traveled to
Fajrfield Police Department where I met with Officer Casey Dugas and
Matthew Hard. 1 was provided Fairfield Police reports and a recording of Luc
Tiernan's (DOB: - call to their dispatch center on 9/12, 2016 at 5:10
pm, Luc advised that he had last seen his wife, Valerie Tieman at the Walmart
in Skowhegan The Fairfield Police Department officers explained that Luc
Tieman told them that he left Valerie in their truck when he went into the
store. When he returned to the truck she was gone.
The Fairfield Police Department provided a photo of Luc and Valerie
Tieman's red Chevy Silverado pickup truck and photographs of two individuals
identified as Lu: Tieman and Valefic 'l'iemanl Bard explained that they
had received a call from Valerie's parents who said that they learned on 9-8-16
from Luc Tieman that Valerie had left him and that he had not seen her for
some time. Valeric's parents felt it was unusual for her to go this long without
contacting them. Sgt, Bard told your alfiant that on September 9, 2016 they
traveled to the home of Laurelle Tieman, where Luc and Valerie Tier-nan were

living in an effort to locate Valerie. During that visit, they spoke with Laurelle,
who identi?ed herself as Luc?s mother and Valerie?s mother in law. Lani?elk
advised them that Valerie and Luc were no longer living at that address.
2. On 9-13?16 at appromrnately 11:26 am. your af?ant traveled to the
Skowhegan Wahnart where I observed a red pickup truck that I believed
matched the truck shown in the photograph from Fair?eld Police. Department.
The vehicle had a male driver and dealer stickers and a South Carolina
temporary plate which matched the descn'ption provided by Fair?eld Police
Department. I followed the truck as it left the parking lot. I had been told that
Luc had a suspended driver?s license and a warrant for his arrest,
3. At approxim?rtely 11:36 am. on 9-13-16 I stopped the operator and
explained that I was traveling to Walmart for the purpose of reviewing video
footage related to the fact that Valerie was missing. Luc Tieman was driving
the truck. He told your af?ant that he had traveled to Walmart because it was
the last place he saw Valerie and that I could get footage of the area where he
was located on 913? 16 and that I could see from that angle where the truck
was located when Valerie went missing. I asked Luc if he would come to the
State Police Barracks to speak with me further and he agreed. I informed Luc
that I did not care about his arrest warrant. I drove back to the State Police
1 Barracks and Luc followed me in his vehicle.
4. At approximately 11:40 am. on 9-13~16 I spoke with Luc in my of?ce at
the State Police Barracks. Luc adviSed me that he had a discussion with his
mother and they agreed it would be better not to tell Valerie?s parents that she
was missing. I asked T.uc to tell me about the last day that he saw Valerie. Luc
explained that his sister Michelle was going to be coming to his parent?s home
in Fair?eld and that Valerie did not get along with his sister. Based upon this
Luc said that he and Valerie went and stayed with friends at a home which Luc
later identi?ed as located at. Main St. in Norridgewock. Luc stated that he
and Valerie stayed at .AMain St, for 2?3? days before Valerie stated she wanted
to take the truck and leave him. Luc explained that he told Valerie not to leave
and that he would take her to Walmart. Luc stated that Valerie wanted food.
Luc told me that it was right around dusk and that they visited Walmart often
and parked in the back. Luc stated that he went through his records and
thought it was about August 30th. asked Luc if they parked in the area I
.had seen him and he advised that they did. Once they arrived, Valerie wanted
food but refused to go inside. Luc explained that he left Valerie in the truck
but took the keys so she would not drive off while he was in the store. Luc
stated that they never argued verbally or physically. -Luc told me that when he
left the store he came out and Valerie was no longer in the truck. I asked Luc if
Valeric'took her stuff and he responded that she must have equated to come
back because she pretty much left everything. ?the explained that when he left
the store and found that she was not there he called Valerie and sent her text
messages trying to ?nd her and telling her he would take her back. I asked if
she took her- phone and Luc advised me that the phone he 'used to text Valerie
should be inside his tuck. Luc said that he did not want to say who he and
Valerie stayed in om'dgewock but he would take us and show us the
house.
. Det. Crawford and -I drove Luc to the area of - Main St, in
Norridgewock. Luc had us park near the railroad tracks and then we followed
him as he walked down the tracks. We walked until we passed the train
trestle. Luc pointed out the home at. Main St, and indicated that was the
home he and Valerie had been staying at prior to her? going missing.
5. On 9-1346 at approximately 2:30 Det. Crawford and I traveled to
the home of Laurelle Tiernan. She advised that Valerie and Luc had been living
with her at her home until recently. Laurelle explained to us that her
daughter, Michelle came to visit on August 26th, 2016. She believes that Luc
and Valerie moved out 23 days before to avoid the arrival of her daughter. On
August. 30th, 2016 Laurelle told us that she receivod a text message from Luc
that indicated that Valerie had just left him. Laurelle explained that following
that conversation she thinks she attempted to call Valerie but was unable to
make contact. Laurelle advised me that she thinks Luc told her that Valerie
did not have that phone er number any longer. Because she could not reach
Valerie by phone, she decided to send her a message on Facebook' explaining
that. her belongings were at the house and that she could come get them if she
wanted.
6. On 9-13-16 at. approximately 4;05 p.111 Luc Tie-man called your affiant. I
explained to Luc that I wanted to speak with the residents of . Main St. in
Norridgewock where he and Valarie were staying. Luc then offered a different
story. Luc advised that Valerie had never stayed in the home in orridgewock
and that it was the home of a ?rebound girl?.
8- On 9/ 13/2016 at 5:34 pm Det. lleimbach informed your af?ant that he
spoke with Valerie?s parents, Sara ean Harmon and Gene Harmon and
learned that their last contact with Valerie was on August 18th in the form of a
facebock message. On September 8th, 2016 Valerie?s parents called Luc?s

father and learned from him that Valerie was missmg. Valerie?s parents then
ultimater contacted Fair?eld Police on September 9, 201-6.
9. On 09-1346 at 6: 32 Det. Crawford and I met with Luc at the
Norridgewock Dunkin Donuts parking lot. Luc agreed to speak to Bet.
Crawford and me and sat in the front passenger seat of Det. Crawford?s cruiser.
Luc was trying to narrow down a few dates and Wanted to see if
he could help ?gure it out now that he had his phone. Luc said Valariewas his
caregiver and he didn?t have anyone. Luc said 'Billi-J'o Hawes (Goodwin) was
probably the only person who cared about him anymore. Luc received a call
from- Billi-Jo during our meeting. Luc said she was upset and didn?t want to
get involved. Prior to Luc ending his "brief conversa&n with Billi-Jo he said
I love youj?Ibefore saying goodbye.
Det. Crawford asked if he has known Billi-Jo for a long time. Luc said
for a little bit and they were all connected as friends. Det. Crawford asked Luc
if Billi?Jo had ever met Valerie. I asked Luc if it was possible that Valarie
found out about Billi-Jo and get upset. Luc said it was right at the time when
Valerie told him she was talking to someone else that he started talking to Billi?
Jo.
10. On 9/13/16 your aifiant spoke with Billi?Jo Hawes a/k/a Billi-Jo
Goodwin at. Main St, in Norridgewoek. Rilli?Jo explained that she ?rst
encountered Luc on August 21st when they began cormnenting on the same
Facebook post. Luc was friends with Billi~Jo?s niece on the social media website
Facebook. The pair struck up a friendship and he immediately said that he
wanted to be with her romantically. These conversations occurred between I
August 2lst and August 24th. On the 24th the pair met in person for the ?rst
time in the City of Waterville at a pool party. The party was at Billi-Jo?s niece
Angie?s home.
While?at the party Luc commented that he had stayed too late and that
his wife was going to be mad at him. Luc also stated that he and his Wife were
having problems in the marriage. Billi-Jo explained about a week later he
came over and after that day Lue stayed at her home every night. Luc advised
her that his wife had met somebody elseDet. Benjamin Sweeney informed your af?ant that he had
viewed surveillance video from the Skowhegan Walmart, located at 60
Fairgrounds Market Place, Skowhegan. Det. Sweeney detailed how he viewed
video of where Luc was located on the morning of September 13 when yoUI
af?ant saw him at Walmart. Det. Sweeney said that Luc?s truck was not

observed at that location on any days between August 21, 2016 and August 31',
2016 between the hours of 5:60 p.331. and 11:30 pin. which is a half hour after
store closing.
12. Det. Cookson with the Cell Phone Analysis Unit advised your a?iant that
Valerie?s last recorded call was to Luc .on August 24th. That call lasted 13
minutes and 33 seconds. Her phone used the tower at 72 Tower Rd in
Skowhegan. ?This tower services the area of 628 Norridgewock Road in
Fair-?eld. Luc?s- phone was using a tower in Waterville at the beginning of the
call and by the end of the call it was using the tower located at 72 Tower Road,
Skowhegan. Luc?s phone then used only that tower until 2:26 PM on the 25th,
when his phone again connected to the Waterville area tower.
13. On 09/ 20/ 16 the Maine State Police along with the Maine Warden
Service executed a search warrant at 628 Road in Fair?eld.
During the search of the property at 628 Norridgewock Road in Fair?eld a
female?s body was discovered partially buried in a wooded area behind the
residence.
14. On 09/ 20 16 Det. Crawford and?l Spoke to Luc about the discovery of a
female?s body that was located on the property. Luc initially denied any
knowledge of the body, but changed his statement and said the body was his
wife Valerie. Luc said Valerie had a drug addiction and he witnessed her
overdose and die. Luc said he brought home heroin for Valerie and loaded a
needle for her. Luc said Valerie took the needle and injected herself with the
heroin. Luc said Valerie smiled at him and then stopped breathing. Luc stated
he left her in the bed until late at night and then took her outside and dug the.
trench and buried her.
15. On 09/21/16 the Maine State Medical'Examiner?s Office perfornied an
autopsy on the body located at 628 orridgewock Road in Fair?eld. Autopsy
results revealed the death was caused by 2 gunshot wounds to the head.
Fragments consistent with bullet fragments were retrieved from the skull._
WHEREFORE: In View of the foregoing, your a?iant has probable cause
to believe that Luc . Tieina?n has committed the crime of Intentional or
KnowingMurder in violation of l7~A M.R.S. 201 .
