Attempted Sex Trafficking of Children
From on or about April 25, 2017, and continuing to on or about June 10, 2017, in the
District of Kansas and elsewhere, the defendant,
knowingly attempted to recruit, entice, transport, and obtain a person, in and affecting interstate
and foreign commerce, a person, knowing, and in reckless disregard of the facts that such person
had not attained the age of 18 years and that such person would be caused to engage in a
commercial sex act.
This was in violation of Title 18, United States Code, Sections 1591(a), (b)(1), and 1594(a).
COUNTS 2 Use of an Interstate Facility in Aid of Racketeering
From on or about the dates set forth below, in the District of Kansas and elsewhere, the
defendant,

From on or about April 25, 2017, and continuing to on or about June 10, 2017, in the
District of Kansas and elsewhere, the defendant,
using a facility and means of interstate and foreign commerce, knowingly persuaded, induced,
and enticed an individual who had not attained the age of 18 years, to engage in prostitution and

any sexual activity for which any person can be charged with a criminal offense, or attempted to
do so, namely: sex trafficking of children, in violation of 18 U.S.C. § 1591; aggravated indecent
liberties with a child, in violation of Kansas Statutes Annotated 21-5506(b)(3); rape, in violation
of Kansas Statutes Annotated 21-5503(3).
This was in violation of Title 18, United States Code, Sections 2422(b) and 2.
COUNT 9
Travel with Intent to Engage in Illicit Sexual Conduct
On or about June 10, 2017, in the District of Kansas and elsewhere, the defendant,
knowingly travelled in interstate commerce for the purpose of engaging in any illicit sexual
conduct with another person, namely: a commercial sex act with a person under 18 years of age.
This was in violation of Title 18, United States Code, Sections 2423(b) and 2.

I, Agent Amy L. Ramsey, the undersigned complainant, being duly sworn, state the
following is true and correct to the best of my knowledge and belief.
1.
I am a Special Agent (SA) of the Federal Bureau of Investigation (FBI) and have
been so employed since November 2008. Prior to this, I was an Investigative Specialist for the
FBI’s Special Surveillance Group in Boston, Massachusetts. As a federal agent, my
responsibilities involve investigating violations of federal law, including 18 U.S.C. § 1591, sex
trafficking of children. The information contained in this affidavit is based on my own
investigation, as well as reports made to me by other law enforcement officers.

On October 21, 2015, a grand jury in the District of Kansas returned an
indictment against Frank Boswell and six co-conspirators for crimes involving the sex trafficking
of children. (District of Kansas Case no. 15-40086.) Co-defendant Cooperating Witness 1
(CW1), pled guilty and was interviewed under a proffer agreement in June 2016. CW1
discussed his roll and activities in the charged sex trafficking organization. CW1 further advised
during his time prostituting females that he set up dates with an individual that used the name

fathers or other male relatives. Mitchell expressed that he expected the adult female to engage in
sexual relationships with all of their children, and Mitchell planned to train the females to groom
their children for sex acts. During the conversations, the women (or men) discussed what each
had already done to their children sexually and some included photographs of the children.

During an Undercover Operation, CW1 met Mitchell and provided contact
information for an Undercover Agent posing as an individual who had access to a female and a
child that could potentially be Mitchell’s sex slaves. Mitchell immediately contacted the
Undercover Employee (UCE) via text message. Below is a summary of those communications
(Your Affiant notes the below information is just a partial example of the text messages
exchanged and do not reflect every communication between Mitchell and the UCE)2:

Michael Mitchell (MM)- Good morning. I’m Master Michael. (CW1) gave me
your number and said you might have a submissive I might be interested in.
Undercover Employee (UCE)- I might have what you’re looking for. There’s a
finders fee and a few details that can easily be worked out.
MM-We’ll have to meet. I’ll want to see the properties.
UCE-I’ll need to make some arrangements so you can see what you’re buying. I
don’t live in Kansas nor do they. I’m going out of town next week and will be in
touch once I’m back so we can set a time and place. If you like what I’ve brought
you the finders fee is $5,000. And so I’m not wasting my time or your, what are
you looking for in regards to these items? I want to ensure you are pleased with
them.
MM-I’m looking for a mother and daughter, or a mother, daughter and son to
breed them both in time.
UCE-Age range
MM-Good. I’m not with law enforcement either. My preference is that the
mother be no older than 25. That should give you an idea for the rest of the age
ranges.

he was taken into custody on a probable cause arrest. The red bag Mitchell carried into the hotel
room contained materials related to sexual torture to include, but not limited to, handcuffs, ropes,
leather fringe whips, solid whips, fish hooks, lubricant, eye coverings, zip ties, and chains.
Before his arrest, the UCE asked Mitchell if he was planning to stay the night with the females
and Mitchell responded that it was “all up to Abby.” Your Affiant notes, Abby was the name
used for the 10- year-old female.

Upon his arrest, Mitchell was transported to the Independence Police Department
where he was interviewed, post-Miranda, by your Affiant and Task Force Officer Derrick
Wilczek. Mitchell understood why he was arrested and explained that he had attempted to
purchase a mother and daughter for sexual purposes. Mitchell was aware the daughter’s age was
10. Mitchell stated he did not always have sexual desires for children, but they developed after
he had sex with two adult sisters and became very interested in incest. Mitchell was also heavily
involved in the BDSM3 culture and considered himself a sadist. Mitchell wanted to find a family
that he could breed in incest as well as inflict pain upon them.

Mitchell advised he had been looking to fulfill his desire for incest to include a
mother and her children for approximately five years. Mitchell paid a man he knew to be a
pimp, named Sean, last name unknown, $15,000.00 to find a mother and child to enslave in his
home. Mitchell advised this same pimp, named Sean, drove a 15- year-old female to his house
for the purposes of commercial sex. Mitchell identified the female, known to law enforcement
from a separate investigation, in a photograph shown to him by your Affiant. Mitchell stated that
Sean told him the female was 15 years of age.

Mitchell advised the law enforcement team involved in his arrest that he knew
they had ruined his life, but he was thankful someone had stopped him.
15.
Based upon the forgoing, the undersigned respectfully submits that there is
probable cause to charge the defendant, Michael David Mitchell, with the following:
a.
attempted sex trafficking of a minor within the District of Kansas, in
violation of 18 U.S.C. § 1591;
b.
unlawful use of an interstate facility with intent to commit a crime of
violence, in violation of 18 U.S.C. § 1952(a)(2)
c.
coercion and enticement, in violation of 18 U.S.C. § 2422(b);
d.
travel with intent to engage in illicit sexual conduct, in violation of 18
U.S.C. § 2423(b).
