Associates, Gordon, Sharon and me, we will submit within a few days the VTel Wireless proposal for
3G coverage of drop zones where VTel has PCS, with IMS core for 4GILTE. Some tremendously
exciting developments are happening in this sector, with Ericsson's Rich Content inside the IMS
Core, and Ericsson's relationships with the former Sony/Ericsson handsetmaker that is new Sony,
yielding a possible outcome that will -surprise all on this list.

I can't wait for EBS radios where our 26 up and 26 down might generate over 198 Mb./s.
Thanks For organizing GS's visit, it gave us a lot to think about, and when several times I
spoke to others (tor example Brett Calder from-Globecomm last night) expressing my amazement
at some ot what GS said I was surprised to learn GS is famous. "Oh Yes I heard GS talk at
a-conference!" people say.
I can't tell you how exciting I find_it that we can add voice, videoconferencing, high
definition, on our IMS core, to and all we need is some phones Sony can make for us. I
realize these preceding 16 words are a mouthful, and the challenge of devices is huge, but
does GS.have any advice on how to Follow up on this Sony front?

You will recall we only used 5 For_uplink and 5 For downlink when we demoed-the LTE
performance For you a few weeks ago?
I wanted to show you that we since increased_this to up and 16 MHZ down and the
resulting speeds are excellent as you can see in the attached slide from-a speedtest October
~25_in Springfield. (66 Mb/s!) This is of course just showing what the system is capable of
when loaded, once you have a lot of sunscpibers they will of course have to share the
.bandwitdh but the experience'wil1 still be great. For example, here in Dallas I routinely
get 15 Mb/s of better downlink and 16 Mb/s uplink on the commercial network which is now
quite loaded with subscribers. -

Thanks and that's a helpful summery of a lot of new information. Intrado didn't say they.were
exclusive. They said they knew their rates were near impossible for rural sites and
prohibitive for 4GLTE. we need to tk to lternatives. The message I take from this is that we
need to make clear to FCC and PS8 we are data only. That might mean using Google or Skype for
voice even it we spent heavily on our own voice service. I almost want to say the Public
Safety folks are dangerous in that it isn't their money, there are no limits in dealing with
multi billion dollar "clients" and it is another example of the obsolete switched voice
wireless world being top~heavy. I think if rural Vermonters were to be asked "You can call.
911 and tell them where you are and otherwise_have your-identity confidential and call 1996
minutes a month for $25 a month, or you can call 911 and they know where you are and your
iidentity is not confidential and call 1686 minutes for $168 a month, many would choose the
former.

Here's how I understand the role of Intrado: I -
Intrado is a turnkey network_provider to both the telco industry AND the 911 Public Safety
"Answering Points.
Vermont's E911 system has a contracted relationship with Intrado as their backend provider 0%
all call handling and network elements. Vermont 911 pays Intrado for these services that
supply a hosted network to all_public safety answering points (9) in the state. They are the
network operator, offering a suite of Functionality to E911-systems from call handling to
workstations to screen management software.
From your information, they are ALSO the provider to the telco industry; within wireless they
look to provide the location service For a handset and the emerging text2 911 capacity. Phase
I and II refer the accuracy level ot-proximity for.location services.
As I understand your concerns, their "rate card" for services is'a per installation
tee, regardless of.population served. Interesting model. - -
It appears that there are other companies within this space:
Does Intrado represent that they may be the exclusive provider to wireless companies in VT by
virtue of the host system? -
what provider does VTEL utilize for 911 call handling For its land line business?
Some information about Vermont's 911 system:'
-- currently, Intrado is the system host
-- Vermont's system is one of only a few statewide 911 systems .
-- The system is IP based today, far ahead of most and has completed trials on text 2 911

It doesn't. The E911 people make the demands. The FCC and the national'Public Service
entities support them. .
I_don't understand who gets paid by who yet, but the Intrado contact said it would cost us
"$39 million to replicate a 911 data site on our own.
Maybe there is an opportunity we-donVt see.
The giant wireless operators pay the fees on a per site basis, but the fees seem crippling in
rural villages where there are few customers.

Very strange talk with Richard Minna, salesman For our region for Iotrado;
'He didn't want to talk without a confidentiality agreement in place, and said would take some
days, and so consequently my information was sort oi dragged out of him and may not be
_correct. -
He indicates Intrado serves and Verizon, as well as over 193 rural carriers.
He indicates price for E~91i to be built into can't possibly be attorded in rural
Americas small'sites, and it's simply out of the question._He says it is barely understood
how to price this even in cities, it, but it will be easily way over the Phase 2 prices,_
which are alreadymany times the Phase One prices, and Phase One is to $./month.
'He says Coverageco in Vermont was able to persuade Vermont's 911 folks to list them as Phase
1, which costs them about month for each of because the cells are so
weak they cannot cross-connect to keep track of location, but someone like us using more
.powerful Ericsson 36 technology would almost certainly be required to use Phase 2, at about
month per site, but all of this pales compared to the crippling costs of VOLTE over
4 TE. .

we keep adding an extra wireless site here and there, in a process that will presumably (we
hope) continue forever. Speed tests of our to laptops are at about 68 which is
quite wonderful and suggesting that 169 Meg is_within reach in a year or two. Adding
"receiver boosters" makes process of reaching Smart Grid AMI's much easier,
life implementation will be finally determinative. Subject to will Dodge clarifying a one-
.page MOU add~on to our complex 26 SEA contracts, we are close to 166 signed contracts, of 189
targets, with another 75 onder'active negotiation to contract, and only 14 in_the category.of
"How do we solve this one?". Ericsson is coming in this week to order radios for these sites.

-these numbers_a small amount. Nonetheless, each week is more progress. Oboe of my daughter

I promised you a list of 56 sites by the 1st, but have been delaying several days as we try
to conclude a relatively large contract. As a temporary 'hold' the attached October 1 list
shows 55 sites under contract. The additional 26 sites we hope to have in several days could
move this to 75. Several details could derail this extra 28, and will let you know soon. I
will translate the enclosed spreadsheet into more readable format as soon as I know from will
Dodge whether this new 2B--site contract in ephemeral, but the raw data for a first 55 sites
is here. -
Overall we have 167 of 186 sites defined and under negotiations.
FCC Auction 961 award of $2 million yesterday helps build more.
we are.selling a large and important non--Vermont wireless asset to create a further $24

I need to tell Ericsson by today which are the 'First 56' that are additional to the 'first
2' already being installed. Ericsson will detail the precise equipment list per site in
preparation for delivering to RUS next Monday/Tuesday the 'first 58' package;
The key is to know today what is "in the tirst 58". I am contident about including these
today_and getting signatures next week if needed.

I'm jumping in at this point after touching base with my team this morning.
It is my understanding that we have a form or license that is agreeable to all. It needs to
be filled out based on the information contained in the license applications. I'll confirm
that we have received this week the revised applications, and now the ball is in our court to
complete-the license template on each of the_three sites based on that information. we are
working on that today (now), and we will Finish as soon as we can. There will be some
additional drafting work to do beyond filling in blanks driven by the need to make final
occupancy contingent of approval of structural analysis, selection of tinal height, etc. that
was not submitted as part of the revised application. (I believe this is understood by will
and is the resolution of the "chicken and egg" discussion he mentions below.) Again, we are
working on that right now.
As you may recall, execution of the document for the state on state~owned sites is done by
the Commissioner of DII, Richard Boes. we don't have control over whether he signs today,
and this is the tirst state license with the new capacity pricing model. Ordinarily,
something new might cause at least a minor delay. we will attempt, however, to get ahead of
it and communicate both the urgency of the matter and that this is a concept that has been
extensively vetted.

Thank you for the update Michel 'It sounds like site acquisition is moving along. Sorry it
took so long to get back to you. we have been making good progress on meter rollouts. At
this point, we've got nearly 156k meters out the field and things are in a pretty effective
routine. we look forward to starting the cutovers. At this point, we're going to have to
explore how to build an extension into our existing agreement.

Here is an update on the status of the license agreements. Drafts of the agreements are
done, although we've identified some points of factual clarification that we_need from the

agencies to fill in all the blanks in the form. we've asked for Karen's re~enforcement that
we get those quickly. we also want to.reach out to your stafF'regarding some of the
information that was in the application, to make sure it was accurate and, that when it is
run through the_pricing framework we all negotiated, produces the outcome you want. Holly
and Dave have both been working on nothing today but VTel items. (Dave has also been-working

As we close. in on the end of 2012 I would like to conduct our semiannual review meetings and project updates for
federally and VTA funded Telco and smart grid projects.
I am going to suggest thatgwe a lot 1.25 hours for each project, .a brief presentation of milestones, remaining work,
Vitals, etc would be great. i will leave it to you to develop your presentations.
Theyshould incorporate a synopsis of total funding, amount spent, project completion, deadlines, significant project
challenges and risks; instaliations/ miles completed; in construction/ design; equipment installed, etc.
We will use these updates to develop our progress reporttfor the upcoming legislative session.
1 am attaching a doodle scheduler, please chime in-and let me know your availability.
I may travel to locationsif that is easiest on schedules.

vote on mobility funding. .
We have earlier status meetings that day, and David Weilnstein from Sanders office can attend that morning. i'd like to
use this opportunity if possible to include him on the VTEL meeting while he is _availabie.
