I befriended Mr. Modisette who is CBP APIS account manager, as you see below, he provided me the email
that states, APIS is NOT required from USVI to US,.
I would like to send him an email, asking his guidance for passenger requirements for a US passenger traveling
from USVI to USA,. I would like incorporate his response, if positive, in my email to Customs Supervisor in
Teterboro,.
do you think this is a good approach?

Good afternoon, Mr. Visoski,
Thank you for providing the additional information as requested.
I'm glad we were able to reconcile this issue. I have noted that you are aware of the regulations
and that you understand you must file an electronic manifest for all flights departing from and
arriving to the United States.
For APIS purposes, the 'United States' means the continental United States, Alaska, Hawaii, Puerto Rico,
the Virgin Islands of the United States, Guam and the Commonwealth of the Northern Mariana Islands.
An APIS manifest is required when arriving in to the United States from a foreign port or place,
or when departing the United States to a foreign port or place. When traveling within the United
States, by use of the definition above, it is not necessary to file an APIS manifest.
As noted in your email response from any APIS submission, "the CBP form /78 is no longer a
valid form and is not required for arrival in to the United States."
Please consider this matter closed with no penalty case initiation to occur.
