I am working with one govt group who has this idea. we have a way for windows to be this. the problem is that it cant be homegrown because no one will ever trust or buy it outside china. Huawei faces this challenge today. so partnering on windows is a win-win for them and really the only path. the world doesn't benefit from yet another android/Linux. the project we are doing is windows rt+special hardware. the special hardware is like "open source hardware" where the silicon plans are kept in escrow the same way windows source code is escrowed by china. that is how trust is developed. the idea is right. there is a better path for china than to try to build their own.
