I can get you more accurate information on the crime and arrest rates in the USVI. Also, I think that if anyone looks at how much JE has contributed to the Rising Stars and the football program it would show that it is not as much as he has given to other entities you have written about. I think that I can give you a list of youth programs that, in aggregate, shows that JE cares about the VI and understands what it takes to reduce crime rates.
