These include: (i) establishing and maintaining a suitable exchange rate regime in the face of likely financial instability and exchange rate fluctuation in Russia. (ii) deploying rapidly growing reserves to maximum advantage both financially and politically--an especially challenging problem in a world where returns on industrial country bonds are low and likely to remain low for a protracted period. (iii) maintaining a multi-vector approach to international economic policy in a world where Russian truculence is increasing, America may be turning inwards, and China is becoming increasingly assertive. (iv) assuring full participation in all aspects of the global economic system while maintaining involvement in the Eurasian Union. (v) remaining attractive as a target for foreign investment in the face of regional political instability. Surmounting each of these challenges requires an approach that melds a broad and high level political perspective with technical economic expertise. This is what Lawrence Summers would bring.
