If I take the 9am train, I will arrive at Penn Station at 12:46, and would be at Jeffrey's place at 1:15pm. I can also come earlier, but then it might make sense if I travel to NYC on Thursday evening, so I can be at Jeffrey's earlier in the morning, like 10am? (If I take a really early train like 5 or 6am, I will be too tired to speak :) Would the apartment be free on the night before?
