From what I can tell, the watches are either US & Canada, or "rest of the world", so watches ordered from Apple France should work in any of the supported non-North American countries. Again, the consequence of people getting US watches outside of the US is that they will not be able to activate the cellular connectivity. It will work as expected as long as their paired iPhone is within range. Also, for those on the company's AT&T account, that want to add cell service to their new Apple Watch will probably need Bella to authorize & activate it.
