Since customs in St thomas is open and available for preclearance, JFK customs Officer Black whom I just spoke told me they never clear st thomas aircraft in Islip, I told him we have done this in the past, but SIT customs was closed last time, they are un-believably stubborn and don't know the rules, Frustrating, I will call again after lunch and speak to another agent.
