Before I reply I want to check with you: Based on your request I will NOT suggest industry ministries (ministry of railways, ministry of land natural resources, etc) instead broader areas which can be a basis for helping China abroad AND creating the theme of (safety, expertise, integrity, trust) financial / asset management. This means Develeopment & Planning Commission etc. Ideally I would like to go to more finance and investment focussed entities, but for that we need to be clear about the organisation that can execute (Kleinwort?
