He says he would love to arrange =o speak with you or your foundation director ...could you please give =im a call or advise who he should speak with? ell Begin forwarded message: From: William Spear =lt Subject: qb>letter of Intent from Fortunate =lessings Date: November 12, 2013 4:07:19 PM EST To: Jeffrey Epstein =lt Dear =effrey: I've tried a =umber of times through Leslie to see you but it looks as if our paths =eep moving in different directions. I hope she communicated to you that =ost of all I simply wanted to catch up, as a friend with birthday =ishes and mutual interests. Perhaps we can find a time before the end =f the year to meet. By the way, I did arrange for a family to meet with =ndres Serrano but he failed to return my =alls. I am writing to =ou today wearing my disaster response hat and reaching out to you as a =ossible source of funding. I am sending this letter of =ntent in advance of a phone conversation I hope to schedule =ith either you or your foundation's director this =eek. As you know, =eyond my work in feng shui and end-of-life care, for =he past nine years, the Foundation my wife Joan and I founded has =orked globally to prevent PTSD in children traumatized by natural =isasters and tragic events. This is really the heart of my =ork. EFTA_R1_01973660 EFTA02677825 Through an =nitiative we call Second Response, our teams implement =imple, body-centered and proven therapeutic events offered as =93RAYshops" with two specific =oals: Reduce the PTS (Post Traumatic =tress) that exists in the affected population after a disaster and =revent the onset of full-blown PTSD; Build on-the-ground capacity that is =oth cost-effective and easily replicated through pre-emptive trainings =f local providers before a disaster strikes. We have seen =emarkable results and recently retained a mental health care researcher =o further investigate the efficacy of our method that makes a =easurable difference in preventing PTSD. This past year, =ur Board of Directors, Advisory Council and staff — including =hysicians, clinical psychologists, entrepreneurs and PhD educators — =ave guided our efforts to develop and position Second =esponse as a "best practice methodology", the broader, =wo-year goal of which is collaboration with larger disaster response =rganizations. Toward this end, we have begun accumulating past =esearch that will become a "White Paper" further authenticating our =pproach; in addition, we are developing a proposed research =ethodology, a copy of which is attached =elow. This effort will result in a significant expense that we estimate to be $100,000 covering =taff salaries and infrastructure needs to underwrite the two-year =tudy. Michelle Wang, PsyD, currently Program Director for the San =rancisco Veteran's Administration PTSD Clinic, is developing and will =versee the specific methodology under guidance of our Board of =irectors and Advisory Council. All of us feel =hat this is an opportunity to significantly reduce the extraordinary =urden that full-blown PTS0 places upon an affected population. Our =ime-tested interventions commence shortly after first responders =tabilize communities at the conclusion of the emergency phase of =isaster response. For example, in the case of the current disaster in =he Philippines, this would mean getting on the ground there sometime in =id-December. 2 EFTA_R1_01973661 EFTA02677826 Costs of our =nterventions are a fraction of those incurred by local mental health =roviders and municipalities as a result of currently deployed =alliative care — interventions that have never been proven to reduce =ncidences of PTSD in populations. It =s not our intent to develop a larger infrastructure as = disaster response agency but rather to continue to focus on developing =ffective intervention methodologies that can be incorporated within =xisting organizations. Upon the completion of this study, it is our =ntent to collaborate with groups like Doctors Without Borders, Mercy =orps, Save the Children and others with whom we have worked closely and =ho would incorporate our methodologies to create their =wn Second =esponse units. Second =esponse PLAYshops provide a unique approach and invaluable =pportunity that is otherwise not available in disaster response. = very much look forward to speaking further with you about our =roposal. I will contact Leslie for direction in this =egard. In Health and =eace, Bill 3 EFTA_R1_01973662 EFTA02677827
