Scholarly article argues Crime Victims’ Rights Act applies before criminal charges are filed, citing Jeffrey Epstein case The passage discusses legal scholarship on the scope of the Crime Victims’ Rights Act (CVRA) and references the Jeffrey Epstein case to illustrate pre‑charging victim rights. The content is largely a policy analysis and citation of existing case law, offering limited investigative value beyond confirming existing legal debates.
