Citizen Complaint Letter re: 2011 Quincy, MA Investigation, with Mass. State Police Report

A citizen-authored complaint letter (dated June 21, 2018, edited July 3, 2020) that the writer says was sent repeatedly to Massachusetts investigative offices, included in the DOJ Epstein files release. The letter concerns Quincy, MA developer William O’Connell and embeds what appears to be a 2011 Massachusetts State Police preliminary report (case 2011-112-0112) describing a then-juvenile’s SAIN-interview allegations that, beginning at age 14 in 2009, she was paid for sex after being introduced by Phyllis Capuano. The writer compares the alleged conduct to Jeffrey Epstein’s and alleges local police protected the man. Documented legal outcome (Boston Globe, Mar. 2013): O’Connell pleaded guilty to misdemeanor drug possession and received three years’ probation; the statutory rape charges were dropped after the teenage accuser died. Charges against Capuano were also dropped. The letter’s further allegations of police corruption are the writer’s own and are uncorroborated. The document’s presence in the Epstein files reflects its submission as a tip; it does not document a connection to Epstein’s network.
