This document reads in reverse chronological order, so the most recent travel is at the top of the report. The Inbound or Outbound travel is listed in the column with "I/O" at the top. For the time period that you are concerned with the subject appears to have all private aircraft travel. There are a few "vehicle" crossings listed, but appear to be him arriving at the USVI Pre-departure and Cyril King GAF Pre-flight which appear to be airports in the USVI. The last few pages of the report include an index for some of the airport codes/ports of entry. Unfortunately ,much of the travel does appear to be to/from the US Virgin Islands and the continental United States. If during his trips he made his way to the British Virgin Islands or another outside US territory, then he would most likely have to go through US CBP, and in that case he would most likely have to report that he was a sexual offender.
