Sent by a private attorney, acting under the auspices of a state Attorney General, it starts by explicitly asking victim counsel to praise and applaud the actions of the AG to the press, ends with an offer of a free vacation in the U.S. Virgin Islands, and in between quickly notes that the state's action will not in fact direct proceeds to victims and offers to exert state pressure on private settlement negotiations.
