First, please see the attached White Papers requesting authorization for an exemption for ()COMB travel. Second, C 19 is signing a complaint for the arrest of Donnell Russell, the manager for the singer Robert Kelly (R. Kelly) today. The charges will be for interstate threatening communications related to a docuseries on R. Kelly last year EFTA00165154 implicating him in sex trafficking and child pornography. Russell resides in Chicago and the arrest will be conducted tomorrow morning by Chicago FBI. As a side note, HSI has an investigation into R. Kelly out of EDNY for sex trafficking. Russell has been implicated in their case and they have a warrant for his arrest as well. Consequently, NY based HSI Agents will be traveling to Chicago to team up with the FBI arrest team. CI9 case Agents are not traveling to Chicago for the arrest. Russell will be arraigned in Chicago on both the FBI and the HSI warrants tomorrow following his arrest.
