Public Corruption: • Nothing significant to report Victim Interviews: • To date, approximately 60 victims have been identified, with potentially hundreds unidentified. FBY NY has interviewed over 20 victims, with the rest of the identified victims having been contacted. Information that victims have provided has been corroborated with what other victims have reported. Victims have reported being sexually abused at multiple residences, including New York, Florida, Little St. James, and New Mexico. Approximately 6 victims have been identified in relation to being abused in NY, and multiple victims have been identified as having received calls from New York to set up massages. FBI Hotline Results: • There have 147 total leads received to the FBI Hotline: o Victims: 25 leads provided information with regards to possible victims. 11 of those leads required a follow-up, 4 of which were determined to be victims. The remaining 7 require further follow-ups by the lead investigators. Contact has been made with our counterparts in London in an effort to locate and interview her. We have met with one co-conspirator and her attorney, who has been cooperative and provided corroborating information. A second meeting with her will be planned in the upcoming weeks. Communication with the other co-conspirators and their attorneys is ongoing. Digital Evidence: On 08/09/2019, C-20 led a conference call with CART and SDNY addressing SDNY concerns regarding the taint review of evidence. It was determined that CART will export all emails, documents, and text files to a separate device for SDNY to import into the Relativity software. SDNY Taint-team AUSAs will the review the text documents for privileged material, and C-20 will review the remaining evidence items for relevant data. o CART completed the imaging process on all devices, with the exception of 3 devices which were unable to be accessed due to encryption. ITS/FE has been in contact with ERF Quantico to evaluate for solutions. o 3 iPads and 1 iPhone were sent to ERF for unlocking. o I iMac was found to be locked and not able to be imaged, discussions with ERF are ongoing regarding this device. o I external hard drive was imaged but was found to be encrypted, discussions with ERF are ongoing regarding this device. o 2 iMac computers were imaged and processed; 1 iMac computer was imaged and has yet to be processed; 2 Windows computers were imaged and processed; 1 laptop was imaged and processed; o Several pieces of loose digital media (hard drives, thumb drives, etc) were imaged and processed. EFTA00174464 Financial Analysis: • Epstein has dozens of accounts with both American Express and Deutsche Bank. SDNY has issued multiple subpoenas to both financial institutions, and has engaged in continued dialog with legal representatives from both companies to ensure subpoenas are complied with and returns are timely. There has been a steady flow of information from AMEX and Deutsche Bank to SDNY and FBI. To date, there has not been any significant findings to report from the flow of information from AMEX and Deutsche Bank, nor has there been any financial transactions found that would contribute to the investigation. FBI Financial Analysts have been reviewing the subpoena Analysis: o Deutsche Bank — Initial review has been performed on the first two productions o AMEX — Initial analysis has been performed. Please note that airline passenger information is included in the production. o Completed an inital review of FinCEN filings including all SARs and FBARs, nothing to report. Other Significant Activity: On 08/10/2019, at approximately 7:30am, FBI NY was notified that Epstein committed suicide in his jail cell at the Metropolitan Correctional Center (MCC) in Manhattan, NY. NY VCT squad C-19 launched an investigation into the possible assault of a federal inmate. C- 19 has begun coordinating with BOP, as well as the NY State Office of the Medical Examiner (OCME). • On 08/10/2019, a Search Warrant for Epstein's Virgin Island Property is expected to be sworn out in St. Thomas U.S. Courthouse. Agents and TFOs from C-20, along with support from other squads on Branch C, are traveling down to St. Thomas on Sunday (8/11) to participate in the execution of the warrant. The search will be led by NY ERT, with the participation of approximately 60 individuals from the NYO and San Juan, St. Thomas RA. The warrant will be executed on Monday (8/12) morning at approximately 9am. SDNY continues to manage document and discovery issues, and additional victims and witnesses continue to contact the team and the FBI directly and through their attorneys. FBI and SDNY continue to schedule interviews with potential witnesses, subjects, and victims. In the coming weeks, interviews are expected to slow down somewhat as the initial flood of hotline responses are worked through and as discovery obligations and document deadlines are set. On 08/02/2019, FBI and SDNY spoke by phone with attorneys in California who reached out to say that they represent two victims, and who were recruited to perform paid "massages" for Epstein in New York in or about 2004, during which they were sexually assaulted. Interviews will be scheduled within the next few weeks. EFTA00174465 • On 08/01/2019, FBI and SDNY met with who in 2004, when Ms. was 16 and working as a model in New York, was introduced to Epstein. On multiple occasions, she went to Epstein's Manhattan residence to engage in sexualized massages in exchange for money. During these sessions, Epstein sexually abused her. The abuse escalated over time, and during her last meeting with Epstein, he raped her. Epstein knew her age, because she told him during their first meeting that she was 16. On 07/31/2019, FBI And SDNY met with counsel for who was Epstein's personal assistant during the period of the charged conduct. lawyers provided an attorney proffer, which largely touched on background, as well as the relationship between Epstein and , which they described as sexually abusive. The attorneys also provided an overview of her role in scheduling massages in Florida, as well as actions took to destroy evidence, at Epstein's direction. On 07/31/2019, FBI and SDNY met with who was sexually assaulted by Epstein in Florida, New Mexico, and the Virgin Islands when she was 16 and 17, in or about 2004. During this time period, she lived and travelled with Epstein. At the time, Ms. was on the verge of homelessness, and had nowhere else to go. Ms. reported that Epstein raped her on more than one occasion. Ms. recalled that her travel to Epstein's properties was scheduled by Epstein's assistant in New York. Partially nude photographs of Ms. were seized from Epstein's New York residence. On 07/29/2019, FBI and SDNY met with Epstein's attorneys, who, in very general terms, discussed the possibility of a resolution of the case, and the possibility of the defendant's cooperation. Defense counsel did not make a specific proposal, and they did not indicate what the nature of Epstein's cooperation might be, if any. SDNY advised defense counsel that they were free to contact us if they came to a point where Epstein was prepared to accept responsibility for his conduct, and if they had a specific proposal for a resolution of this case. On 07/26/2019, FBI and SDNY interviewed was recruited to perform a sexualized "massage" for Epstein at this New York residence in 2004, when she was 17. She was recruited by another minor victim, who we had previously identified during the investigation. On 07/26/2019, FBI and SDNY spoke to counsel for and respectively, to notify regarding online threats against each of them, discovered by the FBI. Both victims were advised that the threats are under investigation. On 07/25/2019, FBI and SDNY met with attorneys from Debevoise who represent and his wife, . During an attorney proffer they advised the Wexners were not close with Epstein and had no knowledge of his sexual misconduct. They further advised that they severed ties with Epstein in 2007 after discovering that Epstein had stolen hundreds of thousands of dollars from them while managing their finances. On 07/24/2019, FBI and SDNY spoke with a representative of the New Mexico Attorney General's Office, who agreed to refer any individuals who could be included in the Epstein SDNY investigation; SDNY advised if there was any New Mexico-based conduct SDNY could not investigate those matters would be referred to them. On 07/23/2019, SDNY advised Epstein was found unconscious in his cell with red marks on his neck. When staff was able to revive Epstein, he couldn't recall what happened. Epstein's EFTA00174466 cellmate, Nick Tartaglione (not public knowledge), denied knowing anything and said he was just sitting on his bunk with earphones on. Tartaglione, is a former police officer and subject of NY HVRA quadruple homicide who has been approved for the death penalty. Epstein was removed from his cell and has been medically evaluated. MDC has initiated an investigation per their SOPs. Per SDNY, the Washington Post has made an inquiry of the incident. • On 07/22/2019, FBI and SDNY met with counsel for to discuss her cooperation with the investigation. recruited minor victims for Epstein in Florida for several years, starting when she was approximately 16. On 07/22/2019, FBI and SDNY interviewed Dr. by telephone. is a doctor who was hired by the Secret Service to provide backup medical services for Bill Clinton during a trip to Africa in 2002 on Epstein's plane. said that there were no minors on the flight, and he did not observe any sexual misconduct. On 07/22/2019, FBI and SDNY spoke to counsel for Deutsche Bank to follow up on continuing rolling productions in connection with subpoenas for "any and all Epstein materials", and requested to meet with personnel who could explain the Epstein relationship. On 07/18/2019, FBI and SDNY met with =and her attorneys for a reverse proffer. =was an assistant to Epstein in New York, and is one of the employees identified in the indictment. The meeting was generally positive, and another meeting with her counsel will be scheduled to discuss the next steps. Background In 2005, the West Palm Beach Police Department, and then FBI Miami, initiated an investigation of Epstein after parents of a victim reported to law enforcement that Epstein had sexually abused their daughter from 2002-2005. Those investigations spanned approximately two years and included, among other things, interviews with approximately 35 victims, a search warrant executed on Epstein's Florida (FL) residence, and detailed analysis of various phone and flight records. • The investigation involved numerous underage females, who attended local high schools, who were recruited for the purpose of engaging in sexual activity with Epstein. At the conclusion of the sexual activity, the minors were paid sums of money ranging from $200 -$1,000. In addition to Palm Beach, FL Epstein maintained residences in New York, U.S Virgin Islands, and New Mexico. In 2007, after attorneys representing Epstein met with United States Attorney (USA) for the Southern District of Florida (SDFL), Epstein and his co- conspirators were offered a non-prosecution agreement which required Epstein to plead guilty in FL state court to soliciting prostitution, which he did in 2008. He was sentenced to 18 months in jail, was permitted to serve his sentence in a facility where he was released during the day to work, and was released from his sentence after serving approximately 13 months. • This non-prosecution agreement garnered significant media attention as former USA is currently serving as Secretary of Labor and his role in the non-prosecution agreement with Epstein was raised during his US Senate confirmation hearing. EFTA00174467 In 2018, SDNY received approval from the Deputy Attorney General (DAG) to move forward with a possible prosecution out of NY. • Epstein has had significant connections to New York City (NYC) for many years. In addition to his residence, Epstein's professional career has been centered in part in NY. He was an investor in a modeling agency based in NYC, and during the relevant period spent significant time at his NYC mansion. As described by at least one individual, who was victimized and recruited dozens of other minor victims in NYC, Epstein reportedly victimized dozens of girls in NY, in addition to the dozens of girls he victimized in FL. Epstein knew that the minor victim was under the age of 18, and he knew the other girls she was bringing were under 18. In particular, the minor victim recalls having truthfully told Epstein she was 14 years old, and recalls Epstein being upset if she brought him girls who looked like they were 18 or older. • Agents and SDNY AUSAs have traveled to FL on multiple occasions to interview victims. The identified victims' ages ranged from approximately 14 to 17, with the majority having been approximately 15 or 16 when they were recruited to perform sex acts for and with Epstein. In addition to the sex acts, victims would have to perform massages on Epstein nude or partially nude. Victims were paid approximately $200 to $300 each time they went to Epstein's residence. Victims in NY and FL usually were contacted via telephone by individuals who worked for Epstein to arrange his "massages." In NY, one of those individuals was in FL, the primary contact for the girls was . Additionally, and in order to maintain a steady stream of underage girls to perform sexual acts, Epstein and his co- conspirators also coerced others, including some of his victims, to recruit other minor girls to engage in "massages" and sexual conduct with Epstein. The recruiters were paid by Epstein and co-conspirators for bringing additional minor girls to Epstein's properties for those purposes. On 07/05/2019, FBI NY was notified by CBP that Epstein is scheduled to arrive at Teterboro Airport in Bergen County, New Jersey, on 07/06/2019. On 07/06/2019, Epstein was arrested in NJ and transported to NY without incident. On 07/06/2019, a search warrant was executed at Epstein's residence in Manhattan, NY upon which several items were seized. On 07/08/2019, Epstein pled not guilty during his initial appearance in federal court. On 07/15/2019, Epstein was denied bail during his detention hearing.
