The difference is that a Japanese travel agency needs to be a host and issue all those letters and trip schedule, instead of a Japanese company for a business visa. If you can hire a Japanese travel agency somehow for booking their travels, that can be an option. But since we don't know any agency in Japan, we can't help for tourist visa.
