CNN Transcript September 24, 2003 from interview with Wolf Blitzer Pres. Mbeki: " we need the comprehensive approach, the comprehensive response to this. And indeed, that is what is happening, that is a program that we are implementing. We are currently discussing with the U.S. government as to the expenditure of these billions of dollars that it has made available with regard to the AIDS thing, because they then asked us how should this money be spent in South Africa. We are working on that with the U.S. administration, of course as well as private NGO initiative led by President Clinton on this. So, there is a response.
