Below From Mika in Joi's office:
the procedure for the tourist visa is almost the same as the business visa.
The difference is that a Japanese travel agency needs to be a host and issue all those letters and trip schedule,
instead of a Japanese company for a business visa.
If you can hire a Japanese travel agency somehow for booking their travels, that can be an option.
But since we don't know any agency in Japan, we can't help for tourist visa.
There's no simple tourist visa for Russians in Japan, unfortunately.

JOI says in an email after this that they are happy to host the business visa...OK to have Joi's office proceed with
the Letter of Invitation and Itinerary for every day? We need to have these visa apps completed and in for
approval with the consulate as soon as possible.
