Mr. McClean does not know of any certified independent inspectors on St. Thomas. As far as he knows DPNR conducts their own inspections. John says to the best of his knowledge the government authorized independent inspection program was dis- banned when Robert Mathes left from his position as Commissioner of DPNR. Jaredian Design, with approval from CZM, may be able to conduct the inspection on behalf of the government, but we would probably have to show cause. JP Oriol is currently on vacation, due back next week. David Rosa is scheduled to leave CZM permanently sometime in mid-February, at which time Great St. Jim will come under the jurisdiction of St. Thomas until CZM finds a replacement for Rosa. The person who would probably then conduct the reviews and inspections in the St. Thomas office is Paul Kalloo, the person presently working on the other GSJ project reviews. Based on the above, how you would like to proceed: I. Petition to show cause in order for Jaredian Design to conduct the inspection; 2. Move forward with David Rosa before he leaves; 3. Wait until after Rosa leaves and use Paul Kalloo, or whomever CZM assigns.
