Subject: Strictly Confi: Covert Pak deal with Saudis on Yemen
Further to my email of 1 April, herewith update:
Pakistan Covert Deal with Saudi on Yemen:
Status:
For Yemen war, Saudi King basically asked Pak PM for ground troops to gain control of & hold a swathe of land
inside Yemen on very sensitive part of Saudi border. Pak Army refused, national consensus remains against
entering the war, offering however, defence of Saudi soverignty & territorial integrity & support for a negotiated
solution. Pak has not yet decided if it will officially enter the regional alliance.
Next: Saudis asked Pak for military aircraft & warships to control Yemen ports, esp. Aden — Pak Army again
refused physical presence on Yemen soil. Re. military aircraft, Saudis asked Pak to use its most advanced combat
aircraft "JF-17 Thunder" (used in North Waziristan for precision-bombing, Pak-made using Chinese avionics —
as good as the US, but the weapons & delivery sytems are not as as good as the US), Pak has refused because
their use would be impossible to keep secret & the outcry inside Pak & outside in the Islamic & Third World
would be difficult to manage. That is, Pak Army will not send over or use its "best hardware". Iran Foreign
Minister is expected to visit Pakistan this week.
On Monday 6 April, Pak PM called a Parliamentary meeting to discuss the Saudi request, he himself did not
attend, the meeting was adjourned until Tue 7 April. The PM met the Pak Army Chief & the heads of the 3
branches. Not much is expected to result from the Parliamentary debate except a clear call for military non-
intervention & negotiated solution (the Rusian proposal in the UN Security Council gives much-needed relief to
Pakistan), accompanied by loud declarations of defence of the Holy Sites in Saudi Arabia.
Covert deal: However, the Pak civ Govt desperately needs Saudi cash & oil to solve its most pressing
problem of energy. Hence a covert deal is being worked out which will give the Pak civ Govt what it needs.
The Pak military is ready to send troops to Saudi territory eventually, should the absolute necessity arise;
but in the near term, to provide its special forces Strategic Services Group SSG Commandos (to support
Saudi forces on Saudi territory, including along the Yemen border); trainers; tanks etc.; & eventually Pak
naval ships for logistics support (although Pak ships are already patrolling the Gulf of Oman, where Pak
Navy is part of the anti-piracy marine structure set up some years ago under NATO Command). Finally,
Pak has acted as a channel with the Chinese under which Chinese vessels will remain in the Gulf of Oman
"against piracy" — which, as is well-known, is no longer a threat!
PS: News of Pak military already in Saudi, Gulf etc. pre-dates the Yemen issue.
End.
