They debate themselves whether it is better to build their own OS vs. customising Android further. In the meantime, they are doing both. (Their OS has limited roll-out starting in Korea this fall. Their teams are already trying to customise Android further but I would agree with you that the results aren't exactly stunning). I think a meeting b/w JK Shin and Sinofsky would be a good idea. I have JK in London on Friday and will consult with him, but the best option might be the weekend of 9-10 Feb, when he and I will likely be in Washington.
