They explained that they can't help in this case as all the papers from Russian consulate in London go to Moscow and only here they decide (we suppose in Ministry of Inner Affairs). That's why it takes some time and when they receive papers back in London the consulate print passport quickly. Unfortunately we don't have contacts in consulate itself. Also there should be an identification number Consulate gives when apply for passport, so the girl can check over the phone using this number if the passport is ready or not.
