After talking to Danny the floor is most part tile with the center portion of cement from the old generator mounts
it has years of diesel and grease,
would suggest after they finish painting a mild solution of degreaser and be done with it
anything we apply to floor will probably not stick.
as long as the doors seal, no more insulation should be required, its a concrete bunker.
