Dear Mr. Attorney General:
My client, Jeffrey Epstein, is a full-time resident of the Virgin Islands, who
maintains his home at Little St. James. On June 30, 2008, Mr. Epstein plead guilty to two
felony counts in Florida state court. He received an 18-month incarcerative sentence to
be followed by one year of supervision. Mr. Epstein resided the entire year in the Virgin
Islands before his sentence, and his place of employment was, and still is, Financial Trust
Company, Inc., located at Red Hook Quarter in St. Thomas. As both his legal residence
and place of employment are the Virgin Islands, I write to request your assistance in the
transfer of Mr. Epstein's supervision from the State of Florida to the Virgin Islands.
In connection with his plea, Mr. Epstein agreed to one year of supervision,
"community control", following his incarceration. Under the laws of the State of Florida,
"community control" is an enhanced form of probation, where the offender is also subject
to weekend and holiday supervision by case officers with reduced workloads. Unlike
ordinary probation, Mr. Epstein is to meet with his probation officer at least once a week,
as opposed to once a month, and is also subject to a list of additional restrictions. Please
see the attached for the list of additional restrictions. As you will note, Mr. Epstein is
required, at least under Florida law, to register as a sex offender. However, as his state
charge was a non-violent offense, i.e., procuring a minor for prostitution, Virgin Islands
law would govern as to Mr. Epstein's registration requirements.
As you are aware, adult supervision is normally transferred under the Interstate
Compact, when the sending jurisdiction (in this case, the State of Florida) makes a
transfer request to the receiving jurisdiction (in this case, the Virgin Islands). Our
associate has been in contact with Mr. Chris Lane, the coordinator of the Interstate
Compact for the State of Florida in Tallahassee, and advises that in the particular case of
Mr. Epstein's enhanced probation, the State of Florida would make such a request and
transfer Mr. Epstein's supervision, if the Virgin Islands first confirms that it would be
willing to accept that transfer. Substantial pressing demands of Mr. Epstein's Virgin
Island's based business and the financial wellbeing of its employees make it imperative
that Mr. Epstein resume work on St. Thomas as soon as possible. In light of this, we
respectfully request assistance in implementing the appropriate transfer procedures.
I believe that the Interstate Compact coordinator for the Virgin Islands, Ms.
Arline Swan, would be the person from the Virgin Islands to shepherd the transfer
through the appropriate channels on your end. In order to initiate the transfer process,
Ms. Swan would first contact Mr. Lane to confirm to him that the Virgin Islands is
willing to accept the transfer. Mr. Lane has been advised of the transfer request and is

awaiting contact from Ms. Swan. Mr. Lane should then coordinate with the local
probation office in Lake Worth, Florida and, more specifically, the officer in charge of
Mr. Epstein's case, Mr. Duane Williams. Mr. Williams will need to complete the
paperwork necessary to effectuate the transfer and forward the paperwork to Ms. Swan
for the procedurally required action by the Virgin Islands. Enclosed is a sample of that
paperwork for your reference.
Mr. Epstein's supervision is to begin on July 22, 2009. In order to ensure that
there is sufficient time for the transfer to take place in the ordinary course, we would
request that the transfer process be initiated at your earliest convenience.
