As far as insurance, insurers don't normally surcharge a policy because the pilot has had an accident. Once the insurance company sees that he's had the accident, they will certainly ask questions to be sure that this accident is past him and that he's taken remedial training and learned his lesson. In most cases, insurers will either make the decision after their evaluation to insure or not insure, but normally not surcharge. Let me know if you need anything else.
