2017 Legislative Update/Notice Summary EFFECTIVE JUNE 26, 2017 TO: All persons required to register in Florida as a Sexual Offender or Sexual Predator FROM: The Florida Department of Law Enforcement, Florida Sexual Offender/Predator Registry Below are highlights of new Florida registration requirements (F.S. 943.0435 and F.S. 775.21). EFFECTIVE JUNE 26, 2017 CHANGES To REGISTRATION REPORTING EFFECTIVE JUNE 26, 2017 I INTERNET COMMUNICATION: Internet Identifiers are used for social Internet communication through: o Chat, o Instant message, o Social networking, o Social gaming, OR o Other similar programs • If you are NOT on supervision, you MUST report all of your electronic mail addresses and Internet identifiers within 48 hours after using them. Report all: Electronic mail addresses Internet identifiers: Any designation. moniker. screen name. username. or other name used for self- identification to send or receive social Internet communication. Each Internet identifier's correspondin website h m r pplication software name. • For ex 1 if r you would not also have o report or • Social Internet commun cat on ny communication through a commercia social networking website as defined in s. 943.0437. or application software. • Application Software (Apps) — Any computer program designed to run on a mobile device such as a smartphone or tablet computer, that allows users to create web pages or profiles that provide information about themselves and are available publicly or to other users. and that offers a mechanism for communication with other users through a forum. a chatroom. electronic mail. or an instant messenger. • Social Internet communication does not include communication for which the primary purpose is the facilitation of commercial transactions involving goods or services; communication on an Internet website for which the primary purpose of the website is the dissemination of news; or communication with a governmental entity. • Internet identifier does not include a date of birth, Social Security number, personal identification number (PIN), or password". • Charms to Internet Identifiers and Email Addresses can be reported online through the Cyber Communication System (CCS) OR in-person at the sheriff's office. C) ▪ If you ARE on supervision with the Department of Corrections (DOC) or the Department of Juvenile Justice (DJJ), you MUST report all of your Internet identifiers PRIOR to use. • You MUST report this information to your probation officer (not through CCS). * If you are on supervision with DOC or DJJ, you MUST report this information to your probation officer. "Voluntary disclosure by a sexual predator or sexual offender of his or her date of birth. Social Security number. PIN. password. or other information that would reveal the identity of the sexual offender or sexual predator as an Internet identifier waives the disclosure exemption for such personal information. Visit the website at https://offender.fdle.state.fl.us/ccs 2. Use your User Name and Password to login. a. You can get your User Name from the sheriff's office or FDLE at 888-357-7332. b. If you have previously registered/confirmed your email address, you may retrieve your User Name using the "Forgot Username" link on the CCS login page. c. If you forgot your password, you may reset it using the "Forgot Password" link on the CCS login page or by calling FDLE at 888-357-7332. 3. Now you can update some of your required information such as: a. Internet Identifiers — must be reported within 48 hours after use". b. Email Addresses — must be reported within 48 hours after uses*. c. Employment Information — must be reported within 48 hours of any change. d. Phone Numbers — must be reported within 48 hours of any change. e. Campus Information — change in status of enrollment or employment, whether as a volunteer or for compensation, must be reported within 48 hours of any change.
