Government of Canada Gouvernement du Canada Consulate General of Canada Consulat general du Canada Page I of 1 Date: April 4, 2018 UCI: 66939665 (III IIIIIIIIIIIHIIU II 1 JEFFREY EDWARD EPSTEIN 6100 Red Hook Quarter, Unit 44: B3 St. Thomas, VI 00802 Dear JEFFREY EDWARD EPSTEIN: Application: D300078088 I am writing to advise you that I have refused your application for a Temporary Resident Permit. Your application has been examined with reference to the possibility of issuing a temporary resident permit to overcome your criminal inadmissibility described in paragraph 36(2)(b) of the Immigration and Refugee Protection Act because you have been convicted of at least one offence that, if committed in Canada, would constitute an indictable offence under an Act of Parliament and would be punishable by way of indictment. While a Temporary Resident Permit is intended to allow entry to Canada in spite of criminal offenses, it can be issued only in exceptional circumstances that might be best described as humanitarian and compassionate, or on occasion, when compelling Canadian interests are served. After a careful and sympathetic review balancing all the factors, I have determined that there are insufficient grounds to merit the issuance of a permit in your case. As you are a person who has been found to be inadmissible to Canada, you must not visit Canada for any reason without first obtaining the written permission of an immigration officer. Should you have different or additional information, you may wish to submit a new application and pay a new processing fee. Any new application will be assessed according to the Immigration Act and Regulations in force at the time that the new application is filed and should include FBI and state police certificates; more information is available at www.cic.ac.ca. Yours truly, Consul Immigration Section / Section de ('immigration Canada 550 S. Hope Street, 9"" Floor.
