From: Gerald Barton <1 To: "Jeffrey E." <[email protected]> Subject: Re: Zorro Land Date: Thu, 26 Apr 2018 12:55:15 +0000 Jeffrey, For example, in Oklahoma, if a group living on the proposed venue wants to form a new town and a vote of 66- 2/3% of those living on the property and 75% of those who own a majority of the land petition the local governmental authority, which in Oklahoma would be the county, for permission, there may or may not be a public hearing. Normally if there is a public hearing, it would be devoted entirely to how the new town would be financed. In the project I worked on for Aubrey McClendon, we were moving several people to the site to live in mobile homes. They would have no idea what we intended to do with the property nor would the governmental authority. I had assumed that New Mexico law would be similar to Oklahoma's and we would be able to choose those who would live on the property and be the spokesmen for the new town. Because my brief review of the New Mexico statutes leads me to believe you would have several public hearings and would be questioned on the motivation of the creation, I believe in the middle of this undeserved hysteria and the potential of an investigative reporter from the press, there is not a good risk-reward ratio. Those in the west are very flexible and this was the reason for my early optimism. Tuesday, I got a copy of the New Mexico statutes and your first impressions, as usual, are correct. Sony I bothered you on this matter, but I thought there might be a safe way of doing this. Jerry a Gerald G. Barton The Barton Development Group, Inc.
