Flight departed St Thomas USVI at 4:08pm on March 1st after preClearing US Customs in St. Thomas, aircraft arrived in Teterboro 6:54pm I contacted St Thomas Customs March 1st at 10am and advised we will preClear customs at 3:30pm for a flight from St Thomas USVI to Teterboro NJ. I filed EAPIS at • 1st and received my confirmation #6776269. I contacted Teterboro Customs office at 1:06pm at phone# and spoke to Officer initials "RR", he confirmed my arrival estimate of 7pm and noted that I will be PREClearing US Customs in St Thomas, and informed me to bring my Stamped General Decoration to his office after I deplane my passengers in Teterboro. During this flight Teterboro Customs officer Goico called my emergency contact, which is my wife at 6:10pm and inform her that Teterboro customs was trying to contact me, however, I was flying at the time,. Officer Goico informed my wife I was going to be issued a Fine upon landing in Teterboro for some unknown reason, also, Teterboro customs called the control tower at Teterboro and informed us to NOT let my passengers deplane and to bring the aircraft directly to the Customs building upon arrival. I contacted Teterboro Customs 1 hour before landing and explained that I have PreCleared US Customs in St Thomas, at that point, Teterboro customs said it was OK for my passengers to deplane at the Fix Base Operator, Meridian Aviation and advised me to bring my Stamped Customs Dec to their office. I don't understand why Teterboro customs issued these threats to my wife regarding Fines, since I accomplished every detail per Customs request, if there was a concern whether I preCleared or not, why didn't Teterboro contact St Thomas Customs to verify? Can you provide me with the correct procedures and proper paper work required for entering US soil coming from a US property such as St. Thomas USVI? Why isn't this a standard for all Customs offices? Each custom office requires different procedures and paper work: St Thomas requires: EAPIS, 1 hour prior notification of arrival, 3 General Declarations, 3 copies of Aircraft Registration, 3 copies of pilots medical, 3 copies of pilots license, and Pilots required to fill our Airline Crew Member Declaration form, (we are Private aircraft flight), passengers are required to fill out Blue Customs Declaration form. (which is obsolete now, I'm told). West Palm Beach requires: EAPIS, 1 hour prior notification of Arrival, Passengers and Crew to fill out Blue card Customs Declaration card. only Teterboro requires: EAPIS, 1 hour prior notification of arrival, sometime they request a Fax copy of General Declaration before flight departs, Blue Customs Declaration card for crew and passengers. (if preClearing at St Thomas, I deliver Stamped General Declaration upon arrival in Teterboro, after passengers deplane). Please advise the proper paper work and procedures required by US Customs for arrival and preClearing?
