Mr. Anthony Richards called my office about 10 minutes after I left DPNR to advise us that the "permit application" I filed for GSJ was rejected because it was not bound. I was unable to speak with him as I was driving back, otherwise I would have advised it was actually a response to your communication and not a "permit application."
