Without running the old carrier chiller and spiking the electrical demand for the month or load shedding by shutting other floors off . I tried to cheat the system by raising the chilled water out going supply set point on the rest of the house main fan systems to 60 deg f from the normal 55 deg f discharge supply this is an energy conservation trick. This 5 f deg raise to the other fan systems nominally should make the out going chilled water drop 3 deg f to 45 deg f and make the Bed room fan system cold enough to maintain about a 62 deg f deg room temperature. The bed room did not drop to the 62F it stayed at 67 deg f. When the chilled water is is above 45 deg some rooms will feel more humid like the 6th floor. The roof top temperature reached 118 degF from 11:30 am yesterday to 3:30 pm it was still 105 deg f. at 6:00 pm this is a tremendous heat load to over come.
