But today I am sending around a far more serious topic. Like most people, 9/11 got me thinking about terrorism and its impact on a free society. The thinking got me writing, and that turned into a big memo. I kept revising it sporadically over the next few years. A couple times I got interested in publishing it, but by then it was too long for most magazines or journals. David Kris, former assistant attorney general, and Ben Wittes of the Brookings Institution convinced me that I ought to share it more widely, so Ben has published it on his blog, and I will probably also turn it into a short ebook.
