Once outside we tied of to a sea wall at crowley docks and I dove the underside of the barge. All was clear and seemed undamaged, there is a rip in the port stern of about 10 inches that requires welding. After inspection we started engines which they did but steering was not running, engines throttles seized hydraulic leaks. After all this the barge was towed back to sub base dry dock were they allowed us to tie up. It is my opinion the barge needs repairs before being able to use, a true assesment of the steering and hydraulic system needs to get done prior to use. I drive the barge usually when Bosco is on vacation and every time the barge is in worst shape than the last, there is a complete lack of proper maintenance and a million things jerry rigged, the breaker panel has 14 switches not one labeled to mention one.
