Our suggestion to seal excessively rocky areas with hot asphalt fines or asphalt emulsion is not meant to improve the riding surface but rather to preserve the structural integrity of those particular areas. We know we have some areas to repair where we got a rocky load from the hot plant, but they are a tiny fraction of the total roadway. An overlay would be an extreme measure and be very expensive too since the asphalt would probably have to come out of Albuquerque. Also, with all the vertical and horizontal curves on the narrow road, improvement might not be realized. We will walk the road with a ten feet straight edge to assess the smoothness per NMDOT specifications and repair any non conforming sections. Our completion schedule, barring any necessary repairs is attached as well as our September progress billing. Notes I spoke with Gilbert Luna yesterday regarding this e mail and explained to him very clearly the following I.Owner had not purchased or was prepare to pay for a Patchy Road 2.Even his own employees Agreed the road Surface was Uneven 3.Before proceeding with any further paving Universal needed to be certain they have resolved paving issues. Gilbert Luna indicated they where replacing the Paving Machine Screed. The Screed is the device that flattens the Asphalt. Bad screed , uneven road surface. Gilbert Luna indicated there was probably a rocky mix received from the plant.!! I spoke with Mike Brown, MSC, he advised, if they received a bad mix they should have returned to plant and addressed the issue. Mike also indicated they are probably not running enough trucks to keep up with demand. Hence paver or roller waiting for material on newly laid road , this causing some of the surface issues. In Summary, Gilbert Luna indicated he wanted to address our concerns, he was aliitle reluctant regarding the resurfacing of the existing laid asphalt, this I will work on. He felt confident they would be able to resolve issues and continue with Paving of the Area between the Pole Barn and the Garages, then continue with the road to the cattle guard and thru RC. Paving of RC will continue tomorrow, I have briefed Steve to take photo's and keep informed of progress.
